نقش راهبردی کنگره در تعیین سیاست‌های امریکا در قبال ایران در دوران اوباما

چکیده

اگرچه دولت اوباما توانست با دقت سیاست­های تحریمی خود علیه ایران را اعمال نماید اما بانی بسیاری از تحریم‌های ایران کنگره این کشور بوده است. شناخت نقش واقعی کنگره در قبال ایران می­تواند روندهای تصمیم­گیری سیاست خارجی ایران در مقابله با تهدیدات را کارامدتر سازد. تجربه نشان داده هر زمان که کنگره وارد  سیاست­های امریکا در قبال ایران شده رفتار این کشور نسبت به ایران با اعمال سیاست­های سرسختانه‌تری همراه بوده است. این تحقیق بر آن است تا بررسی نقش واقعی کنگره در زمان اوباما نسبت به ایران، به شناخت عناصر واقعی تهدید علیه منافع ملی ایران کمک نماید. لذا تحقیق در صدد پاسخ به این پرسش است که کنگره در زمان اوباما دارای چه نقشی در تعیین سیاست­های امریکا در قبال ایران بوده است؟ با مراجعه به متون جلسات استماع و قوانین تصویب شده در کنگره پاسخ آن است که کنگره دارای نقش محوری و اصلی در تعیین سیاستهای امریکا در قبال ایران داشته و تلاش کرده تا دست برتر را در این زمنیه نسبت به رئیس­جمهور داشته باشد.
