Abstract
Human development, as a multidimensional concept, is one of the key foundations of a country's development and can be instrumental in achieving the country's economic, social, and cultural objectives. The present research, using a descriptive-analytical method and a deductive approach based on the theoretical framework of good governance, seeks to answer the main and subsidiary questions: What impact has transparency had on human development indicators in Iran during the period from 2013 to 2021? And what is the relationship and correlation between transparency and human development indicators? The existence of high and low levels of transparency in Iran during this period has had a significant impact on human development indicators in society, and these effects have changed over time. There is generally a direct and positive correlation between transparency and human development indicators. This research aims to explore the relationship between human development indicators and transparency in society and provide an empirical analysis of the impact and relationship between these indicators and transparency. The findings of the study suggest that by enhancing transparency in the country's economic spheres through the expansion of modern information and communication technologies, along with the development of e-government and increasing public participation, and digitizing public services, transparency in society can be increased, thereby accelerating and facilitating the improvement of human development indicators.
Introduction
Transparency in governance is increasingly recognized as a fundamental aspect of effective development. This study focuses on Iran's progress in human development indicators from 2013 to 2022, analyzing how transparency impacts these indicators. Transparency not only fosters accountability and reduces corruption but also enhances the efficacy of development programs through better resource allocation and public trust.
Main Body
The research employs a mixed-methods approach to explore the multifaceted relationship between transparency and human development. Quantitative data from the United Nations Development Programme and other international bodies provide a baseline for assessing improvements in Iran's human development index (HDI). Qualitative assessments come from interviews with policy makers and analysis of reform initiatives that aim to increase government openness and public sector accountability.
The study delineates several areas where transparency has directly influenced human development outcomes:

Healthcare: Enhanced transparency in healthcare funding and hospital management has led to better resource utilization and improved healthcare outcomes.
Education: Greater openness in the allocation of educational resources and performance metrics of educational institutions correlates with higher literacy rates and educational attainment.
Economic Standard: Transparency in economic policies and public expenditure has improved the overall economic environment, leading to better job creation and income levels.

Furthermore, the study discusses the role of digital platforms in fostering transparency. The introduction of online portals for public services has made government processes more accessible to citizens, thus promoting greater civic engagement and feedback, which in turn improves service delivery.
Conclusion
The findings underscore the pivotal role of transparency in enhancing human development indicators in Iran. By making government actions more visible and understandable to the public, Iran has taken significant steps towards improving its governance frameworks. However, continuous efforts are needed to expand these practices across all sectors of governance to ensure sustained development. The study suggests that a comprehensive strategy for enhancing transparency should include ongoing public engagement, regular updates to digital governance platforms, and strict adherence to international governance standards.
This detailed exploration provides valuable insights into the mechanisms through which transparency impacts development, offering a blueprint for other nations seeking to improve their development trajectories through enhanced governance practices.
