Abstract

The purpose of writing this article is to study the process of implementation and establishment of good governance in Iran in the two areas of rule of law and accountability, which are the main indicators of good governance. This article seeks to rely on the theoretical approach of the new institutionalism and the theoretical relationship between the issue of institutions and development to examine the rule of law and accountability in Iran during the specific presidencies of Mr. Ahmadinejad and Mr. Rouhani. The main question that this article will answer is what was the rule of law and accountability in Iran during the two presidencies of Ahmadinejad and Hassan Rouhani, and what effect did this performance have on the overall development process in the country? In this article, the hypothesis is that although in these two periods more or less efforts have been made in the direction of development, but due to lack of appropriate mechanisms in the country, these efforts lack the necessary capacity to create the desired result in changing the country in terms of development and good governance at the international level. . This study, using analytical-descriptive method and referring to international statistics in the field of these two indicators, will show that although during these two periods, politically, there are differences in terms of indicators and global statistics show a relative improvement in the spiritual period. But the general picture of the trend of these governance indicators in Iran is not in a favorable situation and while the overall score of the country is negative, it also has a downward trend.
