To scrutinize the performance of governments should study the influence of several factors on structural elements and some who have emphasized the importance of Voluntary. The aim of this study is to answer the question of which of these factors have played an important role in the functioning of governments in the Islamic Republic of Iran? This article has tried to provide a framework for the different levels of the factors affected the performance of the government in Iran, using the theory of construction of Gydnz and historical - analytical method by examining the effects of these factors. The findings show that analysis of the political factor should begin with people functions but it must be considered that voluntary actions are recursive and actions of political actors dealing with existing structures are constantly reproduced. Reproduction changes both human factors and structures, so the political action in Iran must be studies as process and be considered about functional and structural feedback.
