چکیده
وضعیت کودکان غزه در شرایط اشغال و مخاصمه، مسئله حمایت از حقوق و رفاه آنان و نقش دولت‌های ثالث در این زمینه را به یکی از موضوعات مهم حقوق بین‌الملل تبدیل کرده است. پژوهش حاضر با هدف شناسایی و تحلیل جایگاه و ظرفیت‌های جمهوری اسلامی ایران در حمایت از حقوق و رفاه کودکان غزه، به این پرسش پاسخ می‌دهد که ایران از چه ظرفیت‌های حقوقی، دیپلماتیک و بشردوستانه‌ای در این زمینه برخوردار است. فرضیه پژوهش آن است که جمهوری اسلامی ایران، بدون توسل به مداخله قهری، از ظرفیت‌های حقوقی، دیپلماتیک، بشردوستانه و مردمی قابل توجهی برخوردار است، اما اثربخشی آنها به بهره‌گیری هماهنگ، حقوق‌محور و چندجانبه وابسته است. پژوهش با روش توصیفی ـ تحلیلی و با استفاده از منابع کتابخانه‌ای و اسنادی، شامل اسناد حقوق بین‌الملل، گزارش‌های نهادهای بین‌المللی و پژوهش‌های تخصصی انجام شده است. یافته‌ها نشان می‌دهد که بهره‌گیری از حقوق کودک و حقوق بشردوستانه، کنشگری در نهادهای بین‌المللی، دیپلماسی چندجانبه و عمومی و ظرفیت‌های امدادی و مردمی، مهم‌ترین زمینه‌های اقدام ایران هستند؛ هرچند محدودیت دسترسی، تحریم‌ها و موانع سیاسی و نهادی بر میزان اثربخشی آنها تأثیر می‌گذارند.
